The Disability Empowerment Center (DEC) is a private, nonresidential, nonprofit organization serving Lancaster and Lebanon Counties, Pennsylvania. Founded in 2002, DEC is a 501(c)(3) organization dedicated to empowering individuals with diverse disabilities to achieve full participation in their communities. DEC provides a range of free and confidential services designed to promote self-determination and personal choice. These services are available to individuals of all ages and with all types of disabilities. The organization's mission is to eliminate barriers, ensure access, protect civil rights, and create positive social change for people with disabilities. Operating as the Center for Independent Living (CIL) for Lancaster and Lebanon Counties, DEC was initially an outreach office of the Center for Independent Opportunities in York, Pennsylvania. In 2007, DEC became an independent organization serving its designated counties. DEC's work is funded through a federal contract with the Rehabilitation Services Administration of the United States Department of Education under the Rehabilitation Act of 1973, as amended.
